A discipline is defined by the people who practise it.
The Council is the working body establishing what perioperative health measures, what it claims, and what it refuses to claim. It spans every discipline the surgical window touches, not one.
Every discipline has had to argue for its own existence.
Anesthesiology, critical care, palliative medicine and emergency medicine each began as work that fell between existing specialties. Each became a field when a body of practitioners defined its standards, its evidence and its scope. Perioperative health is at that stage now.

No single specialty owns the surgical window, which is precisely why no single specialty can define it. The Council is built to reflect the people who actually carry a patient through it.

Membership is working membership. The Council defines the discipline's standards; it does not endorse products, and appointment is not a testimonial.

Its conclusions are published. A discipline that defines itself in private is not a discipline.
